Transportation Security Administration (TSA) officers across the United States are currently working without pay following a partial shutdown of the Department of Homeland Security (DHS). The funding lapse has left thousands of federal workers unpaid while lawmakers remain locked in negotiations over immigration policies and federal spending.

Although the broader federal government remains funded through September, Homeland Security appropriations expired at midnight, triggering operational disruptions for agencies under its umbrella — including TSA.

What This Means for Travelers

According to the department’s contingency plan, approximately 95% of TSA staff are classified as essential personnel and are required to report to work despite not receiving paychecks. Air traffic controllers, who fall under the Federal Aviation Administration (FAA), are not affected, reducing the immediate risk of widespread flight cancellations.

However, industry experts warn that prolonged funding delays could result in:

  • Longer security lines

  • Increased wait times at smaller airports

  • Delayed departures

  • Staffing shortages

Travel groups including U.S. Travel and Airlines for America have expressed concern that unpaid TSA agents may call out sick, increasing operational strain during the upcoming busy spring travel season.


How This Shutdown Differs From Previous Ones

Unlike previous government shutdowns, this situation only impacts Homeland Security agencies. That means air traffic control services remain funded, helping avoid immediate nationwide flight disruptions.

Still, past shutdowns have shown that problems can escalate gradually. During a 43-day shutdown last year, security checkpoints temporarily closed at major airports, and airlines were ordered to reduce domestic flight schedules.


What Travelers Should Do

Aviation risk experts recommend:

✔ Arriving at the airport earlier than usual
✔ Checking airport security wait times in advance
✔ Avoiding prohibited carry-on items like large liquids or pocketknives
✔ Packing carefully to prevent additional screening delays

Passengers are also encouraged to remain patient, as TSA officers continue working under difficult circumstances.


Will the Shutdown Continue?

Negotiations between the White House and congressional Democrats remain ongoing. Lawmakers have indicated they may return to Washington if an agreement is reached. However, no immediate resolution has been announced.

Until funding is restored, TSA officers will continue screening passengers without pay, and travelers may experience increasing inconvenience at airport security checkpoints nationwide.
