This proposal follows a similar policy paper released jointly by the Big Ten and Southeastern Conference (SEC), two of the most powerful college sports leagues in the United States.

Media Rights and Power Dynamics

The Big Ten and SEC report focused largely on the consolidation of media rights, which have become one of the most valuable aspects of college athletics. Television contracts and broadcasting deals generate billions of dollars each year, shaping the financial landscape of college sports.

Their proposal was also seen as a response to lobbying efforts by influential donors and supporters, including Texas Tech booster Cody Campbell, who has been active in pushing for major reforms.
